MEDICAL AND PHARMACEUTICAL LEGISLATION: NORMATIVE AND LEGAL REGULATION OF HEALTHCARE SPECIALISTS’ ACTIVITIES IN FINLAND

The implementation of professional practice by medical workers directly related to the realization of the constitutional right of a person and a citizen to health care, medical assistance and medical insurance. The effective organization of the work of physicians is one of the main factors that ensure the protection of public health and, consequently, determine social stability in society. The goal of the study was to investigate the legal regulation of health care workers in Finland from the standpoint of medical and pharmaceutical legislation. To achieve mentioned goal author used the methods of documentary, normative and graphical methods of analysis. The activities of healthcare workers regulated by special law. Its purpose is to promote patient safety and improve the quality of health services by providing training and qualifications to those employed in the field of health care. The Ministry of Education and Culture is responsible for the training of healthcare workers. The general management of health care personnel provided by the Ministry of Social Security and Healthcare. The State Control and Supervision Service of Social Security and Healthcare and the regional departments of public authorities manage and supervise the activities of medical workers. Among other things, they consider complaints about medical care. The legal regulation of healthcare workers in Finland from the point of view of medical and pharmaceutical legislation was examined and found that the Finnish Constitution does not contain healthcare provisions, but it is considered that society is obliged to take care of proper medical care.
